Bug Description

Following the community lead, we have dropped tools/install_venv.py in I30582184904dc19e9cb4ca171b1fd2d161e09c48. We need to rewrite the installation guide for manila-ui since it makes references to it.

    Update installation docs for Manila UI

    After dropping old oslo-incubator file (tools/install_venv.py)
    we needed to update the installation docs and remove references
    to it. This patch set add new instructions and also includes
    Devstack as an installation alternative.
