Cannot disable public shares per configuration

Bug Description

Fix for [1] enabled disabling the creation of public share *types* per configuration but failed to enable disabling of public *shares* per configuration. The latter is also needed by operators of some public clouds who do not want tenants using horizon to creating shares visible to all other tenants.
