Bug Description
When creating a share or share snapshot in Horizon, a "Share Limits" value is displayed.
This value comes from quotas assigned to the project. Currently, the limit value is being pulled from the same quota used by Cinder to limit their volume and volume snapshot sizes. The quota name is "Total Size of Volumes and Snapshots".
Manila needs their own quota value to be added to the Horizon panel (Identity -> Projects -> Modify Quotas).
