When sound is muted, the volume slider is still available in the sound menu, but currently does nothing.

Where is this coming from? The design spec for the sound menu doesn't mention this ("Volume Changes" is marked as TBD) [1]. Please open a design-bug against indicator-sound if you still think it should behave in that way.
