Yes. But texlive was split into hundreds of subpkgs to avoid and the
"loop" (sic: it could just be S-L-O-W) isn't reproducible any more.

(untested guess)
There is/was another Conflicts: loop detected in PLD.
The iterator loop index is/was modified while searching
the in-memory added package provides, causing a loop.
