foomatic-rip is specified in the wrong place

"it seems that there is a possible bug in the LSB. The LSB seems to
require /usr/bin/foomatic-rip, but in reality the printing workflow uses
/usr/lib/cups/filter/foomatic-rip. /usr/bin/foomatic-rip is only for
convenience, debugging, and development. We should fix this."

At this late stage, getting rid of the /usr/bin path is probably not happening;
even though it was included in error, people may be depending on its existence
based on our docs. We can, though, deprecate the /usr/bin version for later
removal, and add the /usr/lib/cups/filters path.
