Migrate currently used tags to official tags

Bug Description
Once the official tags work has made it in, we want to run some SQL to copy all currently used tags with more than one bug to the official tags table, as a bootstrapping measure.
* For projects with many bugs like Ubuntu, we need to talk to the project team and check whether this is what they want (and figure out something else if not).
* We may want to email project teams and ask them to go to the tag management page and do some gardening, immediately after this feature is released.
