Bug Description

In src/mailman/database/sql/postgres.sql, several foreign key constraints have been commented out because otherwise the test suite, or other aspects do not work. This is probably because there are cases where Mailman violates these constraints, but SQLite3 (the default database) does not care.

All disabled constraints are marked with XXX in the above file. Really, these should be fixed.
