After approving subscription requests for list 'mailman', administrator was told a bug was encountered.

The merge of line 773 from 2.1 to 2.2 rev 1027 implies it is recent code in 2.1.

Thanks for the report. You are correct that this was introduced by a recent change in 2.1.12rc1 and it is now fixed for the next release.
