Please add reply_to_address and include_list_post_header to Defaults.py

Bug Description

I set-up a mailman 2.1.11 to handle several newsletters (one-way mailing lists).

I need to set "reply_to_address" and "include_list_post_header" to specific values, as suggested by http://wiki.list.org/pages/viewpage.action?pageId=4030685.

But I wish that every new created list will have those default values. Is there any reason why Defaults.py does not contains those defaults? I suggest:

DEFAULT_REPLY_TO_ADDRESS = ''
DEFAULT_INCLUDE_LIST_POST_HEADER = 1

We also need to change two lines in MailList.py accordingly.

I forgot to mention that also respond_to_post_requests should be configurable:

DEFAULT_RESPOND_TO_POST_REQUESTS = 1
