terse phrase update fails

2.1.5 on RH8.0

i set the terse phase via the web admin.
it worked first time but when i change it to a new value
it still shows old value.

using config_list -o foobar foobar

original value
description = 'Matrix News (Only for Users on Matrix)'

new value (set via web admin)
description = 'Matrix News'

original value still seen on postings!

i tried mailmanctl restart but this makes no differance.
