Bug Description
It is impossible to turn on legend if viewing members
beginning with a letter other than 'A', on the membership
list page:

The problem is that neither the "letter" links nor the
"legend" link include each other, so when clicking a
letter, legend=yes is not included, and when clicking on
the "show legend" link, the letter= is not included in the
URL.
