make install fails, something with bin/update

Bug Description

I am running mailman 2.1.1, python 2.2.2, gcc 2.95.3 on
Solaris 9. I've also tried it on Solaris 8.

python seems to be working. import random returns fine.

What happens if you run bin/update (from the installed
location) manually?

I get the same error when I run bin/update from
/usr/local/pkgs/mailman which is my $prefix.
