Revised Interlingua (ia) translation for Mailman 2.1.19

I will am attaching the translation (messages/templates) tarball here, as per the instructions on the wiki.

Thank you very much for your updates. Note however that the new templates/en/adminaddrchgack.txt template is still untranslated in Interlingua (ia).

Here is a new tarball with that template translated, plus some more proofreading applied.

I'm aware mailman.po is still not complete. That may have to wait till the next release, as I'm aware 2.1.19 is quite close. I prioritised correcting typos and other errors and making the terminology consistent.

I have committed the changes at <https://bugs.launchpad.net/mailman/+bug/1423323/+attachment/4322235/+files/mailman-ia.tar.gz>. It is not clear to me whether you changed the status to 'In Progress' because I hadn't yet done that or because you still intend to do more.

Sorry Mark, it's the former. I didn't mean to nag, I just thought you might not have seen the new attachment because it was already marked as fixed.

I am pretty sure all the subscriber-facing parts have been translated or corrected, and that's the most important anyway.
