Cannot operate on individual messages in moderation queue

Bug Description

I have two messages from the same sender in the moderation queue, that I want to operate on individually - but the web interface does not let me do that.

Steps to reproduce:
Send two messages to a list that are both too large. Then open the moderation queue admin website.

Actual behavior:
I can discard/accept/reject both messages, or none.

Expected behavior:
I'd like to accept one message (e.g. because the image has been scaled down significantly, but is still a few bytes over our limit) *without* accepting the other.

The box on the admindb page lists all the messages and each has a number ([1], [2], etc.) next to the Subject: of that message. That number is a link to the detail page for that message alone and from there you can accept, reject or discard that message and if rejecting, provide your own reason.
