Change encoding of Russian messages to UTF-8 by default

Bug Description

Koi8-r Russian encoding which is used nowadays by Mailman needs to be changed to Unicode. In spite of Koi8-r is most respectful Russian encoding which was in fact standard in ancient times, now it is used on less than 0.1% of sites (http://w3techs.com/technologies/overview/character_encoding/all). Otherwise, UTF-8 become common encoding for every new website/application.

Practically, we need to switch to UTF for letting users of Mailman work convenient with bin/scripts in console, which now also Unicode-encoded in most cases. Also most of modern text editors support Unicode by default and may not support other encodings which make editing of template files less convenient and even tricky for some cases.

It is not so important for web-interface if we use Russian with English only, as usual. But if we need to put text in several languages on customized pages, we couldn't do this with Koi-8r encoding.
