Its possible to add Persian language to Mailman?

It is possible if someone contributes the translation. If you are interested in doing this, see <http://wiki.list.org/display/DEV/Internationalization> and it's child pages to start.

Note that on the <http://wiki.list.org/display/DEV/Languages> page, there is a person listed as a translator for Persian, but nothing has been submitted.

my means is List creation location, not translation of the mailman app.
