[wishlist] add an option to retry before blinking on failure

Bug Description
When a network problem is occurring, the mail-notification icon is blinking.
My ISP is encountering some troubles, so i got an always-blinking mail-notification icon.
Is it possible to add a number of retry, or a check-box that disable the blinking effect ?
If there is just the error icon it could be sweet, a blinking icon is unproductive, attracting attention on something i already know.
