The FAQ of the openssl package follows the official interpretation of upstream openssl. Several other packages link against libssl although they are licensed under gpl (e.g. kcontrol, inkscape, balsa, ...). I would like to have this issue clearified and to have a consistent interpretation for all debian packages. I think many packages are rather useless without ssl support (like mail-notification).
