Bug Description
When a user has the peer permissions to a page that doesn't contain a peer assessment block, then the message "You cannot see the content on this page because it does not require a peer assessment." is displayed.
However, when there is a timeline item available, the user does see the block headings on the timeline.
To replicate:
1. User A sets up a page without a peer assessment block and saves it to the timeline.
2. User B goes to the page and sees the notice "You cannot see the content on this page because it does not require a peer assessment.".
3. User B enters the timeline view.
Expected result: He sees the message "You cannot see the content on this page because it does not require a peer assessment."
Actual result: He can see the block headings.
