Mahara 15.10+

This is a regression. When you select to "Moderate comments" on the "Edit access" page, you are supposed to see two columns in which you can select for whom the moderation shall apply. See http://manual.mahara.org/en/15.04/portfolio/share.html#choose-advanced-options in particular http://manual.mahara.org/en/15.04/_images/share_access_comments.png

These columns are not available anymore in Mahara 15.10 and probably got lost during the conversion of this screen. Since we don't use that functionality much, we must have overlooked it during the review process.

The normal way of things is if the advanced options 'allow comments' is turned on then the individual all / moderate checkboxes do not display.

If the advanced options 'allow comments' is turned off then the individual checkboxes appear.

Is this not the normal functionality?

What Robert described is correct. This is reflected in the language in the manual: "If you have not allowed comments in general, you can still choose to allow them for a certain person or group of people who are in your access list."

In other words, the individual share row "Allow" and "Moderate" settings are only displayed if you have disabled "Allow Comments" on the page level. Because if you've enabled it on the page level, then it already applies to everybody. I just tested it and it still works this way in Mahara 15.10.

That said, there's certainly room for a UI redesign here (maybe for 16.10). New people I show this functionality to are always a bit flummoxed by those appearing/disappearing checkboxes.
