Bug Description
Mahara 1.5:
When BrowserID, IMAP, SAML, LDAP or XMLRPC is enabled, admins should not be forced to provide a password for manual account creation and for accounts by CSV. Admins should be able to pre-provision accounts that students can then use with one of these auth methods (e.g. if you don't want / can't turn on auto-creation of accounts).
