Users can have no email address

Bug Description

This may be tied to bug 548069. However, it seems like that also newer accounts, created after the fix was released, on an updated Mahara, could still have no email address associated with them.

Richard said this might be the case due to how accounts were created, e.g. if LDAP didn't bring that information along. I think a user should always have an email address in Mahara. Otherwise, he can't receive email notifications or changes to his account if he changes institutions (and auth methods).

In addition to LDAP, I think this can happen during SSO from Moodle SSO, and probably also Leap2a import.

After a thorough investigation about these authentication plugin and import methods, I think it is ok to create new account without primary email address as this mandatory field will be filled by the user when he/she first attempt to log in.

What we need is checking the validation of this email address.
