Add ability to 'send now' on a forum post

Similar to bug #817372 it would be helpful if it were possible to send a forum post immediately, rather than waiting for the post delay. This is probably much harder to display to users in a meaningful fashion though...

Maybe not so, Andrew. Check how Moodle does it: A simple checkbox with "Send now" before the save button.

Maybe the ability to "send now" should be restricted to a particular type of users. In Moodle I think it's only teachers that are allowed to do this.

Addressing bug #817373 and tangentially bug #817372, this commit allows for immedate notification/sending of a post. I've followed Francois' idea of only allowing a particular group to send the post immediately (namely moderators). I've also gone a step further and added the ability to allow anyone to post immediately via a new configuration option in Site Options -> Groups -> Allow sending posts immediately

Fresh updates on this, the submitted patch (per recommendation) now allows moderators/tutors/admins to "send now"
