Allow private Mahara feeds using "secret URLs"

Bug Description

Geoff Rowland suggested this: "How about using 'secret' RSS feeds similar to the existing 'secret' URLs in Mahara and the secret RSS feeds in Moodle 2.0"

We should make sure that these "secret feeds" can be revoked and recreated (for example if one is accidentally disclosed).

This is different from adding external feeds requiring authentication in the Mahara external feeds block, as described in bug #740326.

This would be great for journals in pages that you haven't shared publicly but want to share with a group or certain people allowing them to subscribe to your journal.

As Kristina said: The possibility to share journals inside of groups or with certain people would be great. We want to use journals for reflecting internships and share it not publicaly but within the peer group.
