Can't upload large file when /tmp is too small

Sam encountered a problem uploading a 16 MB file: http://master.dev.mahara.org/view/view.php?id=1309

As admin I received the following message:

You have been sent a notification from Mahara: Master Branch. Message follows:
------------------------------------------------------------------------

Subject: A file upload error was probably caused by your server configuration.

An error occurred during file upload: Failed to write file to disk. (Error code 7)

Ok. Found a 16 MB file on my computer and uploaded it to a Mahara 1.4alpha and to master.dev. Both times no error message. I'll ask Sam to try again with a different file.

Sam sent me her file. I can't upload it to master either, but it works on another Mahara 1.4.

We should upgrade master.dev and make sure that this bug is fixed or that it's caused by a low php.ini upload limit.

Could it be related to bug#781426 ?

Possibly, but this one's a bit different, you get that weird "Cannot write to disk" error.

This is not a Mahara bug, it's due to the size of /tmp on the vserver running master.dev. I think we should just live with it, we're planning to move master.dev soon anyway.
