Ability to block a user to prevent any further communications

Bug Description

If Paul denies Bob's friendship request, Bob can continue to send him messages and more friendship requests. So spammy. He should only be able to view his public profile and no longer be able to contact him.

I think bob should still be able to send FR's and MSG's but maybe there should be a reject, and block option?

I agree with Sean, block option is probably the best - once user is blocked, you no longer receive anything from that person (neither FR nor MSG). Disabling further communication on FR rejection as suggested originally is not feasible in my opinion for the reason that it might be done by mistake which will make another FR impossible.

Probably the reason we haven't seen much action on this particular issue, is because Mahara is normally used within a school setting, so if a user has a problem with another user, they can go to the school administration and get the offender dealt with directly.

This feature would be most useful if someone was making a large Mahara site open for public self-registration.

But even within a school context it could be useful to prevent cyber bullying which a teacher may not know about. And it could also be useful on a multi-tenanted Mahara instance.
