Bug Description
I have a few theme related requests:
1) It would be great to have true theme management, like Drupal, where we can visually preview themes and set parameters/options within a theme that has been loaded.
2) It would be great to be able to assign different themes to different institutions and have an option to allow users to change their themes.
3) It would be really, really nice documentation or tutorials on theming for Mahara. Maybe I just missed it, but I can't find even basic info on the structure of pages, etc.
4) It would be great to have a theme library, so we could create and share themes.

1. Requires quite a few enhancements to the theme system - not likely to happen any time soon, but it's a good idea.
2. The former part of that (institution themes), Mahara already has. Users choosing their theme is a good feature that several people have requested before, and is definitely something we should add.
3. Yeah, we're currently failing miserably at that :(. Hopefully we can get at least some docs up soon about theming...
4. There's a theme group on mahara.org, I think people have been making Views in there to share themes currently. It's not perfect, though it does use Mahara :). When there's time, we might look at putting together something more formal.
