Notifications improvement: not sure about always sending to activity log

Bug Description
This is actually really annoying for forum posts. Maybe for each target you should be able to specify whether you want it to go to the activity log as well?

It is possible to not receive forum notifications since Mahara 1.10. Furthermore, you can filter each notification type and delete notifications independently.
