Allow admins to restrict who students can share Views with

As a teacher with a concern for student safety on Mahara it would be nice to see a feature where admin could disable/restrict a student's ability to create friendship groups and views to certain people such as teachers or potential employers, thus reducing any risk of cyberbullying or unsuitable content being passed around amongst students.

This feature request can therefore cover restricting who students can grant View access to.

Isolated institutions was implemented in Mahara 19.04. There a site admin can be very restrictive if needed and allow people to only share portfolios with others who are in the same group as an option.
