'All rights reserved' can't be selected as default license in an institution

When an institution requires that institution members must select a license for their uploaded content, 'All rights reserved', while an option in the drop-down, can't be saved as default license.
To replicate:
1. In Admin menu -> Configure site -> Site options: Set 'License metadata' to 'Yes'.
2. Create an institution and require the use of license information and leave the default license at 'All rights reserved'.
3. Save the form.
Results:
- Expected: The form can be saved.
- Actual: The error 'If authors are required to choose a license, you need to select a default license here. If you do not want to choose a default license, do not make it required for your institution members.' is displayed.
4. Select a different license.
5. Log in as a member of the institution.
6. Prepare to upload a file and check the licenses available.
Results:
- Expected: All licenses, including 'All rights reserved' are available.
- Actual: 'All rights reserved' is missing.
