Default group membership settings are not fully respected

When you change settings in the group default settings in the admin area, these changes are not fully respected when you upload CSV files and other changes are made.

for example, just put the most basic information into a CSV file and then a group though is created with submissions allowed and the creation and editing of content not allowed for ordinary group members.

1. As site admin, take note of the group default settings.
2. Upload the attached CSV file.
3. Check the resulting groups.

Results:

- Expected: the group settings match the default group settings.
- Actual: The settings were not all respected and ordinary members can't create content, and submissions are allowed.

The problem occurred already in 22.10. We didn't check further back.
