Tested on 22.04dev
Seems to be occurring on the following elements:
div.collapsible
div.card-body
For example: webservice/
And: theme/raw/
Link tags should only be used when they are taking you to a new page or location. Otherwise, they should be buttons.
The style guide also includes examples of these and will need to be updated, as well as css styling rules.
