Add a masquerade link to people search

As a developer I find myself switching between test user accounts a *lot*. This is usually done by clicking the Search button to get to the list of people, clicking the user, then clicking the masquerade as user link from their page.

I'd like to see the Masquerade as user link added to the search results when People are returned to skip that one extra page load time.

It's a small thing, but it would save a lot of time in the long run.

Do you mean when you are going via Main menu → Engage → People? Or are you talking about the 'People search' in the admin area?

Bug 1971106: Add masquerade option to 'People' search results

In Main menu → Engage → People or when you have the
top search at 'Search for people'.

Under the 'People' tag if using the top search at 'Search' if you
are using Elasticsearch5 or Elasticsearch 7 plugin.

In Admin menu → People → People search next to the persons icon

The masquerading icon should become a button and be in its own column to the right of the profile picture:

- Column should probably have a hidden header for the screenreader so people know what it's about.
- Each button should say 'Masquerade as {name of the person}' so we don't have thousands of 'Masquerade' buttons without context. I'd go with first and last name only rather than the whole display name.
