Swap 'Settings' button for 'Display page' button on page settings page

When you are on the 'Settings' page of a portfolio page, you still see the 'Settings' button, but it doesn't do anything because you are already on the page. It would be best to swap it out for the 'Display page' button so it's easy to go to that mode rather than always needing to go via the 'Edit' page option.

Also adjust logic for which buttons display on accessurl.tpl,
blocks.tpl and editlayout.tpl
