Annotation Block leaving feedback is uneditable till page refresh

Bug Description

Using the Annotation block, you can leave feedback but the javascript event for the edit button isn't applied correctly so you cant edit the feedback in the modal immediately. If you refresh the page, you can edit the feedback as expected.

1. Add a new block in a page
2. Select ‘Annotation’ for Content Type
3. Fill in Annotation text box and have Allow Feedback set to Yes
4. Save the block
5. Go to Display Page mode for the page containing the newly created annotation block
6. Select Place Feedback
7. Enter text in the text box and select Place Feedback
8. From the page, select Feedback for that Annotation box
9. Select the edit icon (pencil, highlighted in image) → You should be able to edit the feedback, but can't.
10. Refresh the page and click 'Feedback' → 'Edit' icon → Now you can edit the feedback.

Running 21.10 (2021080205) and can replicate the issue on demo.mahara.org
