Save authinstance associated with file_upload webservice

When uploading a file through webservices, note which authinstance to use as one username could be linked to multiple institutions.

- Add a dropdown select in the 'Configure token' form to select 'authinstance' when the service group that the token is for has the function 'file_upload' as part of its available functions.

Bug 1954989: Create authinstance field in webservice token config

Save authinstance to the external_tokens table when
configuring tokens that are part of a service that
allows 'file_upload' in 'mahara_user_external' class

Bug 1954989: Filter webservice file uploads by authinstance

When a service owner wants to upload a file to an account,
only allow uploads to accounts that are members of the
institution the webservice token's authinstance has association.
