Bug Description

Brightspace made a code change around 11-12 November 2021, which broke the deep link for the Mahara portfolio submission into a Brightspace assignment.

Mahara needs to stop sending the following custom parameter:

        "LtiLinkId": "",

Bug 1951482: Remove empty LtiLinkId parameter

Brightspace cannot handle it being empty. Before this change was made
in Brightspace, the empty parameter was required for the deep link
to work.
