Bug Description

The upload screen is inconsistent.

Mahara has a file-storage for every user. This has for example an 'images' folder, or an 'incoming' folder, etc. This is useful and our teachers and students use this storage.

But... when a user wants to upload a profile photo, this can only be done by uploading a file. You can not browse to your Mahara storage where the images reside.

We see this same behavior when trying to comment on for example a 'notes' block on the page. With the comment you can add an attachment. However, this attachment can only be uploaded from your local storage. Once again, the Mahara user-file storage is not directly accessible.
