Allow people suspended by cron to have a generic suspension message

Bug Description

Have a message that indicates they were suspended via cron.

Currently the first site admin is used as the person who does the suspension but this is not actually correct and can cause some confusion.

Bug 1929474: suspend_user() without suspendinguserid parameter

Sets a generic message rather than assigning an admin to be the
suspender
