After collection submitted annotations can still be added via the Smart Evidence page

Bug Description

When you go to submit a collection to a group you get the message on the confirm page

"If you submit [Collection] to [Group] for assessment, you will not be able to edit its contents until your tutor has finished marking it. Are you sure you want to submit now?"

However, after collection is submitted you can still add Annotations via the Smart Evidence page

Should they be allowed to do this?

I think we should not allow annotations to be added to a submitted collection - but feedback on an annotation should still occur

I think it is OK to still be able to add annotations. It is actually an advantage because portfolio authors can then still align their pages to other competencies even though their portfolio content is logged. An evaluator can spot those new annotations because they will have the blue 'Ready for assessment' circle. I guess in a way it depends on what needs to be locked and what might be nice to lock.

The locking doesn't lock everything. It locks text, files, and journal entries but not profile fields, resume, or external content etc.
