Split functions from lib/activity.php into several files

Bug Description

As part of Refactor Friday took htdocs/lib/activity.php and tried to bring it under control.

The classes in this file need to be split out into their own files and require_once()'d in activity.php rather than being *part* of this file.

This Bug is to track that work.

Bug 1928012 - Refactor htdocs/lib/activity.php

Strip classes out of activity.php and into their own files.
Include class files in htdocs/lib/activity/* in activity.php so things still work as expected.
