help links produce error

Version 20.10.0

Most of the "help" links in the footer work fine. However when editing a page or collection and clicking on the help link, a window with an error message opens (404 Not Found).
1. log in to mahara
2. navigate to pages and collections
3. select existing page or collection
4. click the edit icon
5. click on the "Help" link in the footer - this will open the error message.
