Bug Description
The dev docker environment requires a /usr/sbin/sendmail program to accept mail. Without this some Behat tests fail. And some web pages will display errors about being unable to send mail.

Since the dev docker does not actually need the email I have currently created just a sh script to provide an exit code so that the tests and the web pages work.
I will submit this patch,
