Inability to show all tags on secret URL pages

Bug Description
If a large number of tags are present, it is not possible to view all tags on pages shared via secret URL (where the viewing user is unauthenticated).
Clicking the ellipsis to expand the tag list displays the error message 'reload the page to login' (raised in viewtags.json.php)
Is this the expected behaviour? Perhaps either the full list of tags should be visible or a different error message (e.g. 'full tag list not available for this page').
