Keyboard Focus: Profile picture set as default radio button is not reachable

After uploading a profile picture, the radio button option to now set this file as the new "default" profile picture is not able to receive keyboard focus.

Steps to reproduce:
1. Log in as a Mahara user (any role)
2. Navigate User menu -> Profile pictures and select to upload a new profile picture
3. Observe that the option to set this uploaded file as the default radio button is present
4. Attempt to navigate to this button via the keyboard only
Expected results:
The element can receive focus, be selected and unselected entirely via the keyboard
Actual results:
The element doesn't receive keyboard focus. When clicked on with the mouse and selected, it cannot be "unselected" via the keyboard.

On further investigation, it was found that since the selection of profile pictures uploaded are a radio group you are able to use the arrow keys (rather than the tab key) to navigate to the radio button.
