Unable to edit blocks after 19.04 -> 19.10 upgrade

Bug Description

Mahara v.19.10
CentOS Linux 6.10
MySQL v.5.7.29
Apache v.2.2.15
PHP 7.0.33

After upgrading from 19.04 to 19.10 Mahara requires old layout to be converted into new one. Everything goes well for most users, but one of them reported an issue - unable to edit blocks. When clicking on gear icon of any block user gets [[success.configureblockinstance/view]] message in a green bar and that's it. Also, it's impossible to add new blocks - when clicking on + icon nothing happens.

We have also encountered this bug; exactly as shown on Victor's gif.

This was following an upgrade from 18.04.2 to 19.10.1.

Ubuntu 16.04
MySQL 5.7.17
Apache 2.4.18
PHP 7.0.32

Hi Victor and Dylan,

If your page has an empty row (no blocks) in old layout, we have found a bug when translating to the new layout.
If that's the case, please try this patch https://reviews.mahara.org/#/c/10677/ and let us know if that resolves it.

Hi Victor,

Can you please provide more information as we can't replicate the issue. Please check the browser developer console for errors, e.g. Javascript console? Do you also have anything in the server error logs when you try to edit a page where blocks can't be edited?
