affix js not working

Bug Description

On our new 19.04.0 version the affix js no longer works. When editing a page the content chooser should not scroll and fixes to the top of the screen on long pages (https://manual.mahara.org/en/18.04/portfolio/page_editor.html). But due to security reasons boostrap has removed the affix plugin and replaced with sticky (https://getbootstrap.com/docs/4.3/migration/#components). This doesn't seem to have been updated in the new Mahara.

Please update to the latest minor point release, which is 19.04.1. The scrolling issue was fixed there. It is now static again. You can test that on https://demo.mahara.org
