The collapse and expand buttons in the SmartEvidence editor are unclear to screenreaders

The buttons that expand and collapse sections in the smart evidence editor are a bit unclear to screenreaders. It's simply announced as either 'collapse' or 'expand' and doesnt say what it is toggling. More information should be supplied in a .sr-only class

TODO:
- Move collapse/expand button descriptions into hidden class
- Change descriptions to "Collapse framework form", "Collapse standards form" etc
- Do the same for the Add buttons
- Fix alignment between Collapse and Add buttons
