relation "tag" does not exist during upgrade from 18.04 -> master

Bug Description

Failed to get a recordset: postgres8 error: [-18: ERROR: relation "tag" does not exist

This is caused by index page wanting to call get_my_tags() before we go off to upgrade page

Bug 1811912: "Table 'tag' not exists" when upgrade from 18.04 to master

We get a problem with trying to call get_my_tags() on index page
before the new table exists
